The CFO & Director of Administration oversees the financial activities of the conference consistent with paragraph 619 of the Book of Discipline and serves as the Bishop’s Chief of Staff, in which role he/she will provide conference administrative leadership, including that of human resources and employee benefits, and support for the Boards of Trustees and Pensions & Health Benefits.
Accountability:
The CFO and Director of Administration is accountable to the Conference Council on Finance and Administration for duties specified in the Book of Discipline. For other responsibilities, the position is accountable to the Bishop. Seeking appropriate input, CCFA and the Bishop will each annually review the CFO and Director of Administration and work together to provide meaningful feedback aligned with the objectives of the position and goals of the conference.
Responsibilities:
- Advocate throughout the church, in active collaboration with the Bishop and others for the mission and ministry of the WOC: to make Disciples of Christ for the transformation of the world.
- Provide strategic support and managerial leadership for the WOC, including the development and monitoring of plans for implementing strategic conference goals and initiatives.
- Provide clear, direct communications to the Bishop, Cabinet, Leadership Team and all conference oversight bodies to ensure a consistent understanding of the Conferences strategic financial direction.
- Oversee coordination of the annual budget process. Develop annual operating and capital budgets, authorize expenditures, monitor performance, and take corrective action when appropriate to maintain control of financial resources.
- Interpret financial results, budgets, forecasts and metrics. Convert the information into actionable plans and communicate results throughout the organization. Identify and drive opportunities related to growth, operating efficiencies, revenue maximization, and cost mitigation. Conduct financial modeling, scenario analysis and ROI documentation as necessitated by business decision making.
- Provide fiscal oversight, strategic planning and staff support for the Board of Pensions and Health Benefits, Board of Trustees, Council of Finance and Administration, and Council on Development.
- Working with the respective oversight bodies, provide leadership, oversight and administration of conference assets, including real estate, marketable securities and other financial instruments.
- Recruit, develop, review and assess the finance and accounting team to ensure the organization has the right people in the right position(s).
- Maintain awareness of applicable laws and/or regulations affecting the financial affairs of the Conference. Recognize implications to the organization and recommends/implements courses of action to ensure compliance.
- Achieve and maintain fiscal health of the Annual Conference.
- Maintain effective communications and collaboration between West Ohio Conference and GCFA and General Board of Pensions and Health Benefits.
- Maintain all accounting records and assure accurate and timely filing of all applicable reports.
- Provide signature authority for all WOC transactions that obligate funds.
- Work to improve the giving processes of the Annual Conference congregations.
- Administer and interpret employee benefits and human resources policies.
- Know and interpret Book of Discipline issues, Annual Conference business policies and procedures, general church policies and procedures, local church reporting requirements, and other Conference financial matters.
Minimum Qualifications:
- Bachelor’s degree; graduate degree or suitable professional designation preferred (MBA, CPA, etc.)
- 7 years professional experience in diverse forms of financial and management services.
- Deep knowledge of and experience with the United Methodist Church and how it functions at the local church, district, conference or general church levels.
- Working knowledge of insurance, benefits and health plans.
- Working knowledge of investment management.
- Demonstrated emotional maturity and stability and experience with motivating and inspiring people for ministry and mission.

Other:
- Anticipated out-of-state travel is approximately seven days per quarter. Travel within the Conference varies but can be extensive during certain periods.
